Forget Proper! Go based on the quality of the procedure itself, and the temperment of the person that did it!
I think there is too much put into what you are ';supposed'; to leave, that people in customer service, waitresses etc, forget their manners, just figure they are OWED that tip. Screw that!How much is proper to leave for a tip when getting a manicure/pedicure?

10-15% of whatever the cost of the manicure/pedicure.

If the person providing the service is rude or incompetent, then it is your right to leave no tip. However, there is way more often the case, where adequate or better service is given, and no tip is provided anyway. Use 15% as a baseline, and go up or down, from there based on performance, I tip 20% or more, if I really enjoy my experience.
Tipping isn't normal in Oz, but is in US where they have a different more service based system, so no tipping here isn't frowned upon. If you feel you got really good service though, then 10 %, but not less,is acceptable. At the rate they usually charge for a normal manicure, especially with french tips, you might find an extra 10 % is over the top!!
