because it was ';invented'; in France.
In Paris, on the Fashion Shows, the models couldn't change their nail make up as fast as the clothes. they needed a look that fitted every kind of costume.
so they decided to wear a clear polish or none at all, and stress the white part of the nails by whitening it with a liner.
later on, the style was also done with pastel polish, and then they stated using white polish on the tips instead of the liner below, using clear or pastel polish on the whole nail.
